 RTD focus of organization Democratisation and Capacity-building in Local Government
 Description of RTD activities HILS is an NGO established by universities, local and regional self-government units and private and public subjects whose mission is to assist local government units in their efforts to comply with the implications of decentralisation. In this respect, HILS is implementing projects related to informing local self-government units, to the increase of their capacities, and to promoting democratisation process through encouraging citizen participation, inter-municipal co-operation, education of local officials, and through distribution of publications written by HILS experts and scientists.
 Experiences in international Programmes HILS was a beneficiary of several CARDS Programmes, either as the main organisation or as a partner. These projects are: School of Local Government, Capacity-building of NGOs in Social Service Delivery, SPONA-Local and Operational Sustainable Partnership.
The most extensive HILS project was Interactive and Inter-municipal Co-operation in Eastern Slavonia, implemented in co-operation with VNG International and financed through MATRA Programme.
The main HILS international partners were VNG International, Balkanactie, Polish organisation EPRD and Serbian organisation SMER.
HILS is an active member of the European Network of Training Organisations (ENTO).
